The European Commission launched two strategies to increase the EU competitiveness and reinforce technological sovereignty in Artificial Intelligence (AI). Serving as EU’s overarching sectoral strategy, the Apply AI Strategy aims to foster the adoption and integration of AI in key industries and the public sector.
The Strategy for Artificial Intelligence in Science focuses on strengthening European excellence in scientific, AI-driven research. The AI in Science Strategy presents an ambitious approach to advance AI in science through RAISE - the Resource for AI Science in Europe, a virtual European institute to pool and coordinate AI resources for the development of AI and its applications in science.
"I want the future of AI to be made in Europe. Because when AI is used, we can find smarter, faster, and more affordable solutions. AI adoption needs to be widespread, and with these strategies, we will help speed up the process. Putting AI first also means putting safety first. We will drive this ‘AI first’ mindset across all our key sectors, from robotics to healthcare, energy and automotive," said Ursula von der Leyen, President of the European Commission.
"Europe is well positioned to become an AI continent. With the Apply AI Strategy, we will help our companies and key sectors, from manufacturing to healthcare and the public sector, use AI to deliver real benefits for EU citizens, reinforce our competitiveness, and strengthen our technological sovereignty," said Henna Virkkunen, Executive Vice-President for Tech Sovereignty, Security and Democracy
"With the AI in Science Strategy, Europe is taking a decisive step to stay at the cutting edge. We will give our researchers, startups and SMEs the tools to turn ideas into breakthroughs, driving competitiveness and moving faster from lab to market. RAISE will be the catalyst, pooling resources, mobilising investments, and attracting top talent from across Europe and beyond," said Ekaterina Zaharieva, Commissioner for Startups, Research and Innovation.
The upcoming AI in Science Summit in Copenhagen (3-4 November 2025), organised by the University of Copenhagen, the European Commission and the Danish Presidency of the Council of the EU, will present and launch some of the initiatives of the AI in science strategy, notably the RAISE pilot, covering both AI in Science and Science for AI.
